The Ground Rules was a set of demands placed upon the Thaedran Imperium in response to the writing of the Air Rules.

When the Thaedran Skylords broke off from the Arlanestran Territories in 655 LA, there was a high probability of a war resulting from the schism. In order to counter this likelihood, the fledgling magocracy wrote the Air Rules, a sort of "live and let live" declaration to both the western Territories and its sovereign neighbor, the Kessler Dominion. The Air Rules essentially declared the skies the territory of the Imperium.

Unhappy with this arrangement but unwilling to formally declare war with the splinter group of wizards (or risk invasion by the Dominion), Arlanestra's leaders wrote the Ground Rules. The two sets of Rules established a measure of peace and noninterference in the western Mainland for centuries, though they would be violated countless times throughout their existence.

Text of the Ground Rules

In order to balance the self-styled Thaedran Imperium's demands, it is good that a counterweight be placed on the scale. With the spirit of peace in mind, the Arlanestran Territories hereby do agree to the terms of the Air Rules, with the following in place:

  1. The Thaedran Imperium's citizens, or any of its associates or allies, is hereby forbidden to trod upon the ground ever again. Exceptions are made for those seeking asylum or escape from the danger and chaos of an unfettered magocracy.
  2. No construct, magical or mechanical, is allowed to descend to an altitude of less than 10,000 feet.
  3. No spell or spell effect, is allowed to alter the space, air, ground, or magical Weave below an altitude of 10,000 feet, regardless of the origin of its casting or its duration.
  4. The Arcana Regulation Bureau of the Arlanestran Territories maintains the right to hunt down and capture any Thaedran or Thaedran's possessions that are found in violation of these Ground Rules.
